Even though both conference leaders want good match ups
the leader of the Atlantic 10 also has to keep his members happy. Remember the ACC needs the Atlantic 10 more than the other way around because the ACC wants to host its conference tournament in NYC. Also, just because a school is a member of the ACC, it doesn't mean all 15 schools have equal value. A school like Duquesne may be okay with playing Pitt 1 year because of the "city rivalry." It may not be content playing Pitt every time in lieu of having opportunities to play Duke, UNC, L'ville, and UVA which may be more valued at the time.
