I don't think so with the Atlantic 10.
That's because the A10 has a history of sending teams to the Final 4 (VCU and George Mason have both done it from this state). Dayton, Davidson, UMass, and Rhode Island have been very competitive basketball teams.
With the exception of St. Louis, the ACC and A10 have regional overlap. So some very compelling regional rivalry series can be easily set up. UVA-VCU, UVA-Richmond, UVA-George Mason, UVA-George Washington (VT against all four), Pitt-Duquesne, the Carolina schools-Davidson, Boston College-Rhode Island, Boston College-UMass, Syracuse-St Bonaventure, Syracuse-Fordham, Louisville-Dayton, Pitt-Philly schools, etc.
There isn't much here for Clemson, Georgia Tech, Florida State, or Miami, but for most everyone else there are compelling regional games for television and fan interest. Because of this it wouldn't be seen as a Power Conference vs a Mid-Major as much as regional competition in my opinion. The Big East by comparison has turned into a conference with more regional overlap with the Big Ten than the ACC at this point. The Atlantic 10 has the overlap with the ACC geographically.
