Um....the group "that fouled up the place" were removed
from position of authority a few years ago (might be closer to 10 years now) and a brand new group was brought in to run Metro. The new group decided the only way to fix the mess created by the old group was to significantly reduce expenses until Metro became financially stable again.
I believe part of the issue also had to deal with how much money MD and VA contributed to Metro's operational expense. At least I don't think either state government was willing to contribute at the levels Metro proposed in its budget. I can't say I don't blame them given that Metro's old group was not fiscally responsible with Metro's budget.
