I vote wiper relay


Wipers can be a PITA to diagnose. Several connections and modules (switch, relays, and motor) and no sensors to know when there is a fault, and no "cheap" part to throw at it in a pinch. Most of the time you have to bust out the schematics and troubleshoot it from the switch back through the motor.
