A sub might get close enough to take a shot..but they would only get one before they are toast. Nothing else really counts as more than a Hail Mary attempt due to engagement ranges. During the Cold War I believe the Russian conventional doctrine was massive bomber launched anti-ship missile attacks. Which is what the F-14 and Phoenix missile system were developed to counter.
