Since there are relatively few schollies relative to the number of team participants, each head coach chooses a different strategy to build the program & different areas to focus scholarship money depending on various factors. I.e., VT may only be willing to offer a 25% scholly for the good high jumper this year, which may not be enough for her talent (unless VT is her dream school & her family can afford the balance).
