The essence of this is that the distributions are pursuant to WV law, and


the funds to be distributed are from WV tax coffers. Not sure the NCAA has any say so here. But, as someone posted, gambling is legal in some states and the NCAA and the feds seem to be coming around to recognize legalized sports betting. In retrospect, it’s kinda like a distribution of lottery profits to education in Virginia.

I believe this is the start of a national trend. The mob must be salavating over stuff like this. More gambling, more money, everyone gets a share.
