No for real, I think they are people who simply don't pass the eye test of various talent evaluators, be it size, level of competition, or some fundamental shortcoming or perception. Here and there those scouts and evaluators miss the mark for sure. But in their minds they would rather get somebody more likely to be a solid contributor from a higher level of competition than take a flyer on someone whose ability may or may not pan out at the "next level". Not how I feel but just imagining things from the scouts' perspective.
