A couple of posters who have connections stated

when Willis was on, he was hot, and when he wasn't on, he was cold.

And what we saw in Spring Game is Willis when he was on.

So far this seems to be the difference between Willis and JJ. JJ, throughout spring practice, was Mr. Steady Eddy. Willis's highs were higher than JJ's, and his lows were lower than JJ's.
