Article suggests these areas may be close to breaking upward

Key quote:

"Historically lower home prices for some markets isn't necessarily a bad thing, as the dynamic between tight supply and high demand for housing has pushed home values close to 70% above pre-recession peaks in certain cities."

There is a shortage of homes in some areas of the country. Some locations have broken out to go to new highs. If you live in one of the areas mentioned you may be in good shape going forward.
