Pace of Play: each batter checks the fanny pack before ea pitch

Receive sign from 3B coach, check the fanny pack, then steps in box. Every pitch. Can we not understand signs? I see this nowhere else. It can’t be because of fear of scouts stealing signs. MLB would have that risk more than us.
