It is not that bad of a facility that is not the issue

Tech women’s tennis recruits mostly foreign players. They do not get many Blue chips . Many times colleges that recruit foreign players are not sure what they are getting. Brokers call and sell the school on these recruits. It is hurting USA tennis. They did have a bad season in conference, but the ACC is very strong. They are still a good team, but not strong in ACC play. At least Tech has an on campus facility for indoor and outdoor. Some schools such as Pitt have neither.
