NCAA allows 15 scholarships for the women and 13 for the men. With 11 returning and 5 new players that totals 16. Either someone has "volunteered" to sit out or KB's daughter agrees to sit out for one year (which one does not matter) and then return for the 19-20 season. KB has 3 commitments so far with 5 available for the 19-20 class. If she sits out then he would have 1 remaining to give for that class. He is not about to tell one of the red-shirts from this year to take a hike. It would be very bad, if not terrible, for recruiting - who would believe him in the future? It would destroy any future recruiting. If a coach offers a scholarship then he better have his math correct. I am sure that KB is aware of the situation and has planned ahead.
