Speaking of FAMU, does this rule apply only to FBS

all of DI (FBS & FCS), or all 3 division levels? It appears the 12-member Playing Rules Oversight Panel includes reps from all 3 division levels. However, the NCAA placed the announcement under the "FBS" section instead of the "All Div" section. If the rule only applies to the FBS, then it could get even more interesting when there is a game involving FBS vs. FCS.
