Punt does win the field position battle
However, it would reduce the potential for "action" even more than what we currently see with the number of kickoffs being down for touchbacks or kicked out the back of the end zone. Honestly, I would be fine with kickoffs starting with a punt or even using a drop kick (like in rugby) instead of kicking off from a tee.
Heck I would even be fine if kickoffs adopt the same rule as punts in terms of spotting the ball where it goes out of bounds. If the NCAA and even the NFL were that concern about player safety, then the more sensible rule change would be to change the placement of the ball when it goes out of bounds on a kickoff and leave the touchback at the 20 yd line. It seems like the only reason to give the offense those 5 yds is to promote more scoring by the offense without being too blatant about it.
