You're right, but I guess I posted inarticulately.

When I said he was rated high because of his fellow officials, what I meant to say was he was rated highly in comparison to his fellow officials, not by his fellow officials. Thus my comment that it doesn't speak well of his fellow officials. I agree with what you said, I just posted in an inarticulate manner. My apologies.
