The idea was 18 for beer on premise, 19 for carryout beer and 21 for wine and liquor no matter where you went. Up to then it was 18 for beer and 21 for wine and liquor.

The concept was they were trying to reduce the ease of access to beer for HS students as drinking and driving was becoming a major issue at that point and they assumed that most 19 yo's were out of HS and thus wouldn't be hanging out with HS kids. Made sense until the feds blackmailed the states with tax money to force everyone to 21.
