It looks like the Austin bomber ID was known before his Fedex trip.


The FBI/ATF/police had developed a shopping list of components, based on analysis of the early bombs. They went around to all the likely stores (Frys, Best Buy, Home Depot, etc) and went thru their sales records to develop a list of people that purchased those (20-30 candidates). They then narrowed that down thru cell tower triangulation. The Fedex security camera footage was added confirmation. Note they would not have seen the footage before the bomb at Fedex sorting center - no earlier bombs had been "mailed".
