They are winning because they are getting the best recruits. Sure they have

to coach them and develop them, but they are getting the best recruits and stockpiling talent. I think you can only have 9.9 scholarships, but that does not stop top guys from going to PSU. Also, not breaking into the lineup immediately is not stopping them either. These programs also have the most well-financed regional training centers. PSU received a 5 million donation for their RTC.
