In 1995, Joe led the JUCO ranks with 9 interceptions. He had 15 interceptions in two years of playing JUCO ball. He was a very highly-touted recruit, called a "can't miss" prospect by some.
He lettered just one year at Tech, in 1996 for playing special teams. He was never able to crack the two-deep at cornerback.
